Jane, Assuming the balloons are marking something you should not hit, maybe the nail is rather unimportant.
The point is that we ALL need something light weight, inexpensive and highly visible that we can carry and can be relatively easily deployable and will stay put when left on the ice in high winds.
Balloons are spherical and thus have the same apparent shape from all vantage points, unlike long streamers that really show only from abeam.
Tall sticks would not be carried as normal DN equipment and require hole preparation. Colored water is only appropriate for airborne viewing.
There must be some more ideas out there to make a successful safety addition to our sport.
