Hull Width

I'm building a new hull.
The maximun hull width is 21 1/2"

Does that measurment include the hull width and side rails?

OR:

Does that mean with 1/2" rub rail/grab rails glued to sides of hull have to be within 21 1/2" or can the hull side boards be a maximun 21 1/2" with a rail glued on that the total width my be 22"?
